The deadline has already passed for new vehicles

From 21 August 2023, Smart Tachograph 2 became mandatory for all newly registered trucks and buses operating in cross-border traffic within the EU. If your fleet includes recently registered vehicles, the requirement is not on the horizon. It is already in effect.

What Smart Tachograph 2 actually does

The second generation of the smart tachograph introduces significant capability upgrades over its predecessor:

  • Automatic recording of location data at border crossings and at the start and end of loading or unloading events
  • Recording of vehicle usage type: goods transport versus passenger transport
  • Remote data transmission to roadside control authorities, enabling checks without stopping the vehicle
  • Tracking of maximum driving time violations

The net effect for enforcement authorities: substantially more data, collected automatically, without requiring manual driver interaction at checkpoints. For fleet operators, this raises the stakes on compliance. Deviations that were previously difficult to detect remotely are now transparent.

Retrofit timeline for existing fleets

The EU has set a staged retrofit schedule. Operators should verify which category their vehicles fall into:

  • Vehicles registered between 2006 and 2019 with analogue tachographs: must be retrofitted with digital tachographs
  • By August 2025: all commercial vehicles must have Smart Tachograph 1 (version 2.1) as a minimum
  • From July 2026: requirements extend to vehicles above 2.5 tonnes operating in cross-border traffic

These are not advisory timelines. Non-compliance carries inspection risk and potential fines at every border crossing.
