Smart Tacho 2: The final deadline is approaching – who needs to take action now?

The transition to the second-generation smart tachograph (Smart Tachograph 2, or SMT2 for short) has been a hotly debated topic in the European transport and logistics sector for years. The deadlines have already passed for most vehicles—but a significant group still faces the mandatory transition: light commercial vehicles weighing between 2.5 and 3.5 tons engaged in cross-border transport. Starting July 1, 2026, the Smart Tachograph 2 requirement will also apply to these vehicles.


 

Who still needs to upgrade—and by when?

The introduction of the Smart Tacho 2 took place in phases, based on the EU Mobility Package (Regulations (EC) No. 561/2006 and (EU) 2021/1228):

Already completed (for cross-border traffic):

  • Starting August 21, 2023: All new vehicles over 3.5 tons must be delivered from the factory equipped with Smart Tacho 2.
  • By December 31, 2024: Vehicles over 3.5 tons with analog or older digital tachographs must be retrofitted.
  • By August 19, 2025: Vehicles over 3.5 t that were still equipped with Smart Tacho 1 (G2V1, installed between June 2019 and August 2023) must be converted to Smart Tacho 2.
  • As of December 24, 2025: New registrations require the OSNMA version of Smart Tacho 2 (G2V2A) with extended Galileo satellite authentication.
 

Still pending – the final deadline:

  • Effective July 1, 2026: All commercial vehicles used for cross-border operations with a gross vehicle weight (GVW) between 2.5 and 3.5 tons must be equipped with a Smart Tacho 2. Specifically, this applies to vans, sprinters, and small trucks used in courier, express, and parcel services (CEP) as well as in trade and delivery operations, provided they make even occasional international trips or engage in cabotage.

Important: Even a single cross-border trip makes the Smart Tacho 2 requirement applicable. Trips within a single country are currently still exempt—but this may change in the future.

 

What happens if the rules are not followed?

The grace period is long over. Starting in March 2025, fines will be imposed during inspections throughout the EU. The consequences affect companies, transport managers, and drivers alike:

  • Fines of up to €1,500 per violation
  • Vehicle immobilization during international inspections
  • Vehicle impoundment abroad until the violation is rectified
  • In the event of a repeat offense: licensing consequences for the company
